There are some known conflicts of Norton with Firefox files, they're false positives, for example

If you just get Firefox at http://www.getfirefox.com and follow the steps at Installing Firefox it is safe to use.

I also have this same problem. I have follow the steps at www.getfirefox.com.

After downloading Firefox, I still get the Norton message. I have uninstalled and reinstalled Firebox twice and it still doesn't work. Norton flagged Firefox 3.6.15 on mine.

I have the same problem with Firefox 3.6.15. Also, it freezes upon opening. I have never had such a problem until this update.

It's a false positive being reported by their program. They were notified of this problem in May 2010, how long does it take them to fix their stuff? See Norton for help with that issue.
