I uninstalled Firefox and reinstalled it and now none of my bookmarks or passwords are syncing. I have all the options checked to sync, but the syncing log shows all are skipped as per preferences. I have no idea why or how to change this.

Please advise.

Those skipped messages might not related to your problem.

You can open about:sync-log via the location bar to see if there is a recent log available. You can upload a recent log if the log is too big to put in a reply.
