Firefox will only open in safe mode

Firefox 3.6.8 will only open in safe mode, but when I click on the Firefox icon, I can open multiple windows and configure them. This only works if I open Firefox in safe mode first. I have done everything that was mentioned on this forum: new profile, uninstall, reinstall, disable add-ins, etc. Checked for viruses, none

Maybe Firefox is stuck in Troubleshoot Mode?
