Marquee should be working in Firefox 130. Does this data URI work?

Could this feature:
Firefox 63+ has support for "@media (prefers-reduced-motion)" to honor System Settings to minimize the amount of non-essential motion. You can create a new Number pref named ui.prefersReducedMotion in about:config to show (0) or block (1) some animations.
- set the value to 1 if you want to block animations
ui.prefersReducedMotion = 1 - set its value to 0 if you want to see animations
ui.prefersReducedMotion = 0 - in Firefox 78+ this includes the location bar breakout
- in Firefox 80+ this replaces the tab loading indicator with an hourglass

Yes, now working. But can you make it automatically? General user may not able to do to configure his/her firefox like this, like my client. It will bad impact on firefox user , i think. Please fix it. Thanks
By default, animations aren't blocked by Firefox. You can't affect this, it's a user's choice whether they wants to see animations or block them and only see the first frame.
