Installed version 45.0, and immediatly after cannot receive email, but can send.

Installed Mozilla version 45.0, and immediately after restarting, am unable to receive email. Am able to send fine. Tried disabling antivirus and turning off Windows firewalls, but still does not work.

Please start Thunderbird in safe mode per https://support.mozilla.org/en-US/kb/safe-mode

Is there improvement?

Tried that, no luck. Have been working and trying options for many hours now. Tried variations with POP and IMAP, and many others. Am using Windows 7 if that makes a difference. Just had a second computer on our network go down with the same problem. That was an older one still running on XP.

In Programs, we DELETED the TB folder. Then reinstalled an older version, and it found contacts, etc. It works now. Just did it on second PC with the same problem, and success again. Will not be downloading TB 45.0 in the near future.

Indeed - the data is in a different location from the profile.

FWIW, your description suggests that AV or firewall software was blocking incoming messages. This often happens to users when going to a new version. Often, reinstalling from http://getthunderbird.com/ like you did with the "old software" gets that other software unstuck.
