Want to forward an email with added attachment but it won't send?

When I hit 'send' the send box comes up as usual but the green bar keeps running (to the end of the bar space) and doesn't stop - the word 'attaching ' is above the running green bar. The email to be forwarded has a text part and a picture/flyer part as well as a scanned attachment. I'm trying to send to undisclosed recipients (send code bcc)
