I have heard ZTE OPEN C is based on Jellybean 4.3 Android, but to what extent ? It is mostly Android, with just a different user interface ? And if it is based on 4.3 Android, does that mean it is only as secure as 4.3 Android ? So what % is Android, and what % is unique to Firefox OS ??

hello hollenstein, Firefox OS uses the same low level linux layer as provided by the Android Open Source Project (AOSP) as a core component that communicates between the hardware and the operating system. the operating system & high level layers itself are rather different from Android, also from a technical perspective. that also means it won't share the security vulnerabilities with the respective android version.

a more technical overview of the architecture of Firefox OS is available at https://developer.mozilla.org/en-US/Firefox_OS/Platform/Architecture (the "Android" part is codenamed "Gonk")...
