Why is does the forward in my tool bar not work?

When I want to forward an e-mail I cannot, because the forward on the toolbar does not work...it's dim.

Is it actually an email message? Not a newsgroup message?

Does right-click offer a forward option that works?

Or Message|Edit As New Message?
