However although it has been rolled out to US, Canada ~ UK, France, Germany it has not come up on my W11 Fx 150.0.3

If it is available I will update.

No update means it is not available on My W11, Ubuntu, Linux, Debian , Raspberry OS even though I am in the UK and FX is up to date.

If by phone you mean iOS or Android.

There may be a Early Access (Phase 0) Release as early as Firefox 151.0 for Android though like the built-in VPN on desktop Firefox was limited starting Fx 149.0. it may be in limited places in testing on Android.
