Thunderbird storage
I suddenly have a notification (at bottom, right side) that my Thunderbird storage is 98% full. I have just spent an hour culling my files and have deleted a huge amount of email and yet it still says it's 98% full. Why is this happening? What can I do to fix this issue? Thank you.

It's not Thunderbird storage. It's your e-mail service provider.
If by "culling", you mean putting messages in the trash, that won't be enough because messages in the trash are still taking up space. Try emptying the trash.
You could also move messages from server folders to local folders.
