It is you that creates a recovery key though it had to be done before. https://support.mozilla.org/en-US/kb/avoid-getting-locked-out-your-mozilla-account#w_set-up-an-account-recovery-key
You can try to reset your password without a recovery key. https://support.mozilla.org/en-US/kb/how-reset-your-password-without-account-recovery-keys-access-data
