Old (unused) IMAP Folders keep reappearing in my Profile after I manually delete them.
I changed my IMAP mail provider.
I've removed the old folders a few times, I've cleared out the outgoing server settings, double-checked everything I can find.

Please explain what that means and what you did in more detail.
Please don't start a line with a space, it then becomes virtually unreadable as in your post above.
I did not put the spaces at the start of that sentence as is shown and when I look at the original post, it doesn't show the extra spaces.
I own a domain name and have multiple email addresses.
I tried a new IMAP email service, I wasn't happy with them. When I found a new provider, I went into Thunderbird >Tools >Account Settings >Account Actions > removed the old accounts and set-up the new service, no problem...
The 1st time this happened in 2017, I just happen to look down at the bottom banner on Thunderbird and noticed it was connecting to the "old email url". I went into the profile "C:\Users\Dave\AppData\Roaming\Thunderbird\Profiles\o7zf29dz.default\ImapMail\etc and deleted all the old IMAP provider folders. Yesterday, I noticed the banner with the old IMAP provider and a connection was there again.
I just looked in the IMAPMail folder and the old provider folders are there again. I did check and they were gone after I deleted them last night.

Go to Help and click Troubleshooting Information. Click Copy to Clipboard. Paste that info in a reply window.
I've already looked at that. The only info. there are my current email accounts, Local Folder and the basics TB, font prefs, and printer info. No Crash Reports And my email server info. won't be put online.
