When I am logged onto to Firefox - I sign off. After a minute or two, I try to log on again - it tells me it is already running (it is not) which I confirm by looking at "all programs" (which does not show it running). The amount of wait between signing off and trying to sign on again does not effect ability to log on. The only way to be able to sign back onto Firefox is to "restart".

Firefox may be stalling out during its shutdown process.

In the Windows Task Manager (Ctrl+Shift+Esc), you might find firefox.exe on the Processes tab even after it vanishes from the Applications tab. If you adjust the columns of the Processes tab so that you can see memory usage (e.g., Working Set and Memory (Private Working Set)) you can observe whether Firefox is still doing something or is completely dead.

This article suggests some reasons that Firefox might "hang": Firefox hangs or is not responding - How to fix.

Anyway, as an alternative to completely restarting Windows, usually killing firefox.exe on the Processes tab of the Task Manager using the End Process button will have the same effect.

I think you are getting your terms mixed up. Logging on/off is when you access a web page, or starting the computer. Are you trying to say after shutting down Firefox, it won't restart?

From what I have been reading from other posts on this forum, the issue may be caused by the clear history settings.

Press the <Alt> or <F10> key to bring up the tool bar. Then Tools > Options > Privacy. The button next to History, select Use Custom Settings.

At the bottom of the page, turn on Clear History When Firefox Closes. At the far right, press the Settings button. Turn on ONLY Cache and Form And Search History leaving the others off.

This is not a cure but will make it easier if Firefox locks up. https://support.mozilla.org/questions/997866?esab=a&s=&r=1&as=s {web link}
