Occasionally users mention that a pop-up exception does not work. I have experienced the problem also. What fixed the issue for me was deleting the exception so that the pop-up was blocked and allowing it as an exception again.

If that doesn't work, all I can think of is that you allow all pop-ups temporarily when you want to visit that site.
