I want to create a desktop shortcut for volume so if a video , webpage / site or anything is mute or too low I have EASY access to volume control without going to the control panel.

Hey you can control volume via the volume mixer in the bottom right of your screen. I don't believe you can make that a desktop shortcut. I know some audio devices have availability with it. So if you have plugged in devices that control volume as well, you can have that on desktop shortcut.
