I cannot move a flagged email to a new folder. I check it and try "move to". I also try dragging it. It won't move. How can I do it?

I flagged an email and later wanted to move it to a separate folder in my account. I tried to drag it. It wouldn't move. I tried checking and dragging it to the folder. No go. I tried checking it and using the "move to". I've tried online searches for the answer--no luck. Can someone help me?
