massive lost cache folders last month and massive found "locale" folders this month

I use allway sync for backup. If you don't know what that is, it compares to "to" and "from" locations to see what is different so you see everything that has changed since the last backup. About a month ago, I had a computer crash while I had a flash drive with Thunderbird Portable on it. When I was able to load the flash drive again and ran allway sync, I had lost 4058 folders and files - most of which were Cache folders. A few of the other things were not really lost; they were files that I had knowingly deleted - only a dozen or less and expected to show as deleted.

I kept meaning to post and ask if that was ok. From what I can gather, cache folders aren't critical but I'd really like to be sure that it's ok that so many folders were lost. That's QUESTION 1. What is in those folders and is it ok that they are gone.

Today, I have had no problems that built up to this. I last Synced on 7/22. I had a death in the family so I haven't really been on my flash drive so I'm not sure that I even used it much since then but I can't say that for sure. But, I can say that I didn't do anything so huge that I think I caused this:

When I ran Sync today, suddenly it now showed the reverse. Instead of folders disappearing, there were NEW folders - 2593 of them. Some were Cache but a lot were something called "locale" files or folders. That "e" is not a typo. Not local - locale. I'm not set up for any kind of automatic updates and I haven't scheduled or allowed any updates in the last week - I'm sure of that.

So, QUESTION 2 is: what are all of these new files/folders and is this ok?

Please help. I'm not so low end a user that I need help turning on my computer but I don't do a lot more than email, spreadsheets, QuickBooks, etc kind of use. So, please try not to assume much and talk over my head.
