Apparently.

Right click the account in the folder pane and select settings. Click on server settings for the account.

If you are using IMAP there is a strong possibility that the server offers push notifications, so Thunderbird is notified by the server as soon as new mail arrives and it is downloaded then. GMail is one provider with push notifications. This does not have an on/off control that I am aware of.
