The lightweight theme image (3000x200) a usually much larger then the area than the toolbar area that Firefox uses. A lightweight theme is never scaled to fit in the area, but is aligned to the top right corner. You can never see the full image unless you would have a very wide screen and have a large enough toolbar area.
