How to delete or put in order a foreign language preference
I know where and how to set language preferences. A non-English language I want to be THIRD in priority keeps getting put as FIRST. I delete it from the list, close the browser and re-open, and the deleted language is back as FIRST.

Are you referring to the SpellCheck languages in the Contextual Menu?
If so, are those languages reverting to alphabetical order?
No, I'm referring to Tools > Options > Content > Languages > Choose. The list formerly was pre-populated with 1) English/United States 2) English. I wanted to add another language as 3). I added it and located it where I wanted. Now, however, it keeps getting put as the primary language and it affects how various websites (including Google for some reason) display.
You can check the intl.accept_languages pref (en-US, en) on the about:config page to see if it keeps its value.
If you do not keep changes after a restart or otherwise have problems with preferences, see:
I followed your suggestion. I was on the about:config page when I added and deleted the extra language. At first it went to the end, but when I closed and re-opened, it was first again. So I figured I should try your second suggestion. That article has so many links and cross references that I really could not find what and where I was supposed to be to fix this problem. Maybe I'll try again tomorrow.
I think that it would be best to use the user interface in "Options/Preferences > Content" to make sure to use the correct language code.
The language I want to add - Hebrew [he] - has only one entry.
What is the value of the intl.accept_languages pref after adding the Hebrew language?
Is that different than en-us,en,he ?
it starts off en-us,en,he - but when I shut down and re-start the program, it has changed to he,en-us,en.
Sorry to be bothering you so much with this!
Works for me after closing and restarting Firefox.
Do you otherwise have problems with prefs?
Did you check the prefs.js file in the Firefox profile folder?
- Help > Troubleshooting Information > Profile Director: Show Folder (Linux: Open Director; Mac: Show in Finder)
You can also try to create a user.js file and copy this pref line to the file.

In the profile folder, there is a file prefs.js (dated 3-25-14) which is NOT read only. Then there are files prefs-X.js where X = 1 - 27 which were created yesterday and today which ARE all checked read only.
You say above "copy this pref line to the file" but I do not know what that refers to.
And I had opened the preferences_not_saved article yesterday, which had so many cross references that my head exploded :-) and I didn't know how to proceed.
You can remove all prefs.js files including the ones with a number in the name as such numbered files shouldn't be there.
