I noticed that after having restarted my laptop that the " + " button for adding a blank tab will not work. I can neither click it to add a tab, nor can I right-click it and selected "New Tab" neither option will work, and I'm not sure how to fix it.

Uninstall the Ask toolbar and it should work again. There is a compatibility issue with the Ask toolbar and Firefox that prevents new tabs from being opened.
