The built-in VPN in desktop Firefox has not been rolled out in Russia as a location.

It has been rolled out in
Australia, Austria, Belgium, Bulgaria, Canada, Chile, Colombia, Denmark, Finland, France, Germany, Japan, Ireland, Italy, Malaysia, Mexico, Netherlands, New Zealand, Norway, Poland, Portugal, Singapore, South Africa, Spain, Sweden, Switzerland, Thailand, United Kingdom and United States.

Also the built-in VPN really just routes browser traffic through a proxy server and is not a full VPN like MOzilla VPN is.
