Why doesn't Firefox in private browsing mode delete all browsing history. cookies, saved pages, etc. when the browser is closed?
I hit the "Clear Private Session" icon, confirm, but then I have to go to:
Open Settings >
Privacy and Security >
Browsing Data >
Clear Browsing Data >
"Everything" (every check box has to be checked) >
Clear.
I have Firefox in permanent Private Browsing only, and Privacy and Security Settings are set to Strict / Do Not Fix any site problems.
Why does Firefox retain browsing site data even after I exit out of Fiirefox completely unles I do all of the above?

Because when you turn on "never remember history", it doesn't save anything new, however doesn't touch your existing storages: bugzilla.mozilla.org/1476152

How did you enable Private browsing, via settings or maybe a Window's menu item i.e. a GUI no manual efforts.?
I use 'normal' mode with settings to clear when I close, and that works fine
