After wipe of drive and reinstallation of Ventura by the Apple Store, and migration from Time Machine, Firefox won't launch. It's there, but it won't open. Click the icon and the icon moves as if it were going to launch, but the app doesn't open. If I were to reinstall Firefox, would it sync with my settings and Bookmarks?

I would suggest you either backup your data and or sync to another device, but not an IOS device because of current bug. https://bugzilla.mozilla.org/show_bug.cgi?id=1872730 Open terminal and run ps -fe | grep firefox to see if it's running. If so, kill the process ID and then try again. You can also download another version of Firefox (Beta, Dev, or Nightly) and sync to it.
