The built-in VPN in desktop Firefox has no cost to use. For the period of June 9th to August 31st there is unlimited data usage each month, From September 1st on the data usage will be capped to 50GB each month again.

Mozilla's standalone subscription based Mozilla VPN app does cost money in monthly or annual subscriptions. https://vpn.mozilla.org
