why does the tool bar disappear and moves up off the page. It reappears if I scroll up

After I go to a webpage, and start reading the text, the tool bar appears to move up, and out of view. I can retrieve it if I direct my mouse to scroll up towards the very top of the page. How can I keep the tool bar in view at all times?
