It seems they have changed their settings recently, several other people are reporting this today in Thunderbird support.

I found this information, it seems you should not be using pop-server.rochester.rr.com:

https://www.timewarnercable.com/en/support/faqs/faqs-internet/e-mailacco/incoming-outgoing-server-addresses.html

I also asked to their support agent online and they confirmed you should be using mail.twc.com servers.
