Chages in download manager.

Changes in configuration options are gone in download manager. I think are very important to always choose that directory will save the file, and not always need to open it after downloading. What can disrupt other activities. If you can tell where are these settings. No option to ever open download dialog. Ever time I try a download, ever ask for an aplication to open.
