Clearing cache doesn't seem to be working, older items still show up

My browser doesn't appear to update correctly, I have cleared the cache many times, but when I go to upload a picture over an existing picture (using FTP), the newer picture doesn't show up for me, but it does for a constituent and works properly on my other computers.

Any idea?
