When I go through the entire process, including completing the execution of the installation wizard, I get a message that Firefox is being blocked by some kind of security setting (unknown), or maybe a firewall.

It sounds like the your internet security settings could be blocking the download.

Try resetting your system Internet security settings, details of how to do that are shown here - http://kb.mozillazine.org/Unable_to_save_or_download_files#Reset_system_Internet_security_settings_-_Windows

Though that article was written for not being able to download files in Firefox, that section also applies for not being able to download executable files in IE.
