Saving a download

I need to be able to save downloads to different selected locations. For example: to the Desktop or to a file called "Invoices". I have selected the option within "General" that requires that I be asked where to save, but neither "Invoices" nor Desktop appear as an option when the list appears. I have created a file called "Invoices", but do not know why it is not appearing as a choice. Desktop is also not a choice.
