Instructions say to drag web page icon to desk top and it will place icon on the desk top, but all it does is move the web page

You will need to drag the URL from the address bar to the desktop, not the icon on the tab bar. Alternatively, you can also drag the blue information icon in the address bar onto the desktop and that will also save the shortcut to your desktop.
