firefox on my WinXP OS laptop cannot find latest version , It 22.0 now and display "It updated to the latest" But another laptop which OS is Win7, it could update to 25.0. Is that different on win7 and winXP?

No, it is the same Firefox version for all Operating Systems.
For Windows XP you need SP2 or SP3.
