Hi

Account recovery using a recovery key is about being able to access data on the Sync server in case you forgot the password of this Firefox Account as a password reset will remove this data. 2FA adds an extra security layer and Account recovery isn't possible if you lost the 2FA app or recovery codes and if you can't pass 2FA verification then your only option is a new account with a different email address.
