I have disabled then uninstalled all addons and the problem remains. All downloads are in status Failed. I have the latest version 64.0. The problem arose together with the problem that I am not able to open jpg files in Windows Photo Viewer. I had some updates in Windows Update on 15.12.2018 . Today I tried to uninstall them. However I am not able to uninstall changes in MS Office and Adobe Acrobat, as this would mean to uninstall the whole software.

Reboot the computer. Is the problem still there? Are you getting any error messages?
