What are the two top bars for in Firefox?

Why are there 2 top bars in my Firefox (Mac OS 10.12.6).The very top one seems to be sites that I have visited previously and the one below that is my Toolbar Menu. What does the top one indicate and can it be removed? Thanks for any information>
