Check your settings in:

  • Tools (or New Fx Menu) > Options > General

Thanks for your answer. Unless I'm missing something that only lets me decide where to download files. I want an option to decided IF I want to save something. For example, some websites have .pdf files that I simply want to open and read but don't necessarily want to save them anywhere. Thanks.

You can change your options for file types in the Applications tab of the same window:

  • Tools (or New Fx Menu) > Options > Applications

Scroll to PDF, or whichever content type you want to modify, and change the default setting to "Always Ask"
