Why can't i view Japanese characters in firefox? All I get is boxes with numbers

I've added Japanese to my preferred languages, and set it to auto-detect Japanese, and still only get boxes with numbers in them. ?? I've been told to set character encoding to unicode-16, but that makes the whole page just symbols and jumbled characters.
