How do I get the bookmarks toolbar to show up under the address bar?

My bookmarks toolbar used to show up under address bar before this new update. Now it doesn't even though it shows up checked when I go to customize and choose toolbars at bottom of screen. How do I get it back?

Perhaps it works again if you use the old Firefox ESR (52) version? https://www.mozilla.org/en-US/firefox/organizations/all/
