CTRL + S save location has now automatically changed to the standard 'save files to' folder?

For my work, i have to download a lot of files. Some of them I then have to subsequently save and upload later on. Previously, I was able to download all the files to one folder, and then, if I would have actual need of them, I could just do CTRL + S, give them a name and save them to a different folder. When pressing CTRL + S it would always remember which folder I had saved it in last, but now it automatically keeps going back to the 'saves files to' folder.

This will end up costing me at least an hour a day more because now every time I have to manually switch folders I want to rename and save a file. PLEASE let this go back to the way it was.

FYI, i tried to change the

browser.download.lastDir.savePerSite from true to false, but it still does not work. I'll be trying different browsers because this is truly not workable for me. Please get back to me and help me fix this so I can come back to Firefox.
