Options on Tools menu inaccessible

Thunderbird 38.0.0 Immediate problem--messages can only be viewed in a separate tab. I have several accounts and don't want to open a tab for each folder in each account. Want to go to options menu to change this. When I click on Tools an Options menu item is visible. When I click on Options nothing happens. I've tried this from the menu bar and from the square icon with the horizontal stripes at the far right. No options response. The Help sub menu under Tools (square icon) does nothing also.

I've tried reinstalling. I'm leery of doing a complete uninstall and importing my accounts and mail. Hope there's a simpler fix.

I gave up and downgraded to v 31.8.0. It works flawlessly. All of the Tools menu items that were inaccessible in 38.1.0 are now accessible. I don't have to open mail folders in a new tab. Deleting and moving mail isn't as sluggish.

Win 7 current on updates and service packs.
