Does it happen with Firefox in Safe Mode?

I had to turn off Ghostery and ETP for the comments to show. see screenshot

You can try the ETP Custom setting and disable some of the choices to see if there is a culprit.

Disqus is classified as "Tracking Content", it loads with Tracking Protection set to Standard mode in normal windows but not in Strict mode or in private windows.

You can make an exception by going to about:config and creating urlclassifier.trackingSkipURLs (String) with value "9anime-to.disqus.com, disqus.com".
