Why was this allowed to happen ?

Hi, could you explain that to me please as I do not know that nor what the start page was suppose to be as you have not provided enough information.
You can check the home page setting.
- Options/Preferences -> General -> Startup: Home page
- https://support.mozilla.org/en-US/kb/how-to-set-the-home-page
Firefox supports multiple home pages separated by '|' (pipe) symbols.
In addition to the above :
"Take Firefox With You" - I only see that here :

Where do you see “Take Firefox with You” introduction on 9-MAY-2018 ?
In case you actually are talking about a portable version of Firefox - where did you download it from ?
When the Firefox 60 update was installed for me (with 3 different Profiles) that “Take Firefox with You” opened in an additional tab which I was able to close to see the new default homepage which is different than it was with Firefox 57 thru 59 -- after I changed the New Tab page to eliminate a few of the 5 New Tab Preferences (feature categories).
IOW, the "default homepage" was different after I changed the New Tab page in Fx 57-59 -- it switched to the old about:home page with the Firefox icon with the Search container below it and the "Snippets" container at the bottom.
That about:home page is now gone in Firefox 60! Now the New Tab page is the Homepage which doesn't change when the user de-selects any of the 5 features on the New Tab page.
