Please let us know if you are able to see the option on the Android device after checking the troubleshooting steps.

did not help. there's no option to set up a sync account through the phone. only through the computer. I synced my phone to another laptop about 2 years ago so I SHOULD have a sync account filled with bookmarks but it doesn't seem to exist anymore.
