Being enabled doesn't always mean an add-on runs on every website. Open about:addons, click an extension, and check its website access settings. Some only run on specific sites or when you click them. Also, check whether they're allowed in private windows if that's where you're browsing. Which add-ons are showing as inactive, and where are you seeing that message?
they are not active in private browser
