Used to be able to access downloads folder through files app. Why cant I do it anymore?

I have pdf’s, pics and ebooks in the Firefox downloads folder. I remember being able to access the folder through the iOS files app. I can no longer access the downloads folder. There is nothing in settings that turns this feature on or off. How can i get the folder to show in files?

For example I would download my humble bundle ebooks through Firefox, and be able to send them to GoodReader for reading thru the Files app. I cant send the ebooks to GoodReader because the Firefox downloads folder is not in Files anymore.
