Can't find account settings under Tools

I need to look at my outgoing server settings, but there is no Account Settings menu under Tools, or anywhere else that I can find. My Tools menu seems to be very limited. I am running Windows 10.

At the top right of the Thunderbird window, click the menu button > Options > Account Settings

But it should also be under Tools - so there must be a problem.
