Please check this setting: If using version 68* or earlier
- Menu app icon > Options > Options > Advanced > 'General' tab
- click on 'Config Editor' button
- Accept the warning
If using version 78* or later
- Menu app icon > Options > General
- scroll down to the bottom
- click on 'Config Editor' button
- Accept the warning
In search type: mime look for this line: mail.strictly_mime If it says Value is 'False', double click on the line to toggle the value to say 'True'. Close about:Config window - top right X
Restart Thunderbird.

In version 68* Menu app icon > Options > Options >Display > 'Formatting' tab
In version 78*: Menu app icon > Options > General Scroll down to 'Language & Appearance' section
click on 'Advanced...' button to see 'Fonts & Encodings' window.
Under 'Text Encoding' What are you using for outgoing and incoming mail ?
Post an image showing contents of that 'Fonts & Encodings' window.
