Why can't I select any text in tablet mode?

When I use Firefox Quantum in tablet mode and use either my finger or stylus to try and select text, all that happens is that the page gets dragged/scrolled. This is a new problem. Pre-Firefox Quantum builds allowed me to select text with either my finger or stylus. Text selection via mouse and trackpad do work however.
