I get an error that I cannot open your apps even though I am signed in as the administrator. Why ?

Downloading the App from the Tools menu (39.0.3) apparently is fine. But then when I go to Open it, it blocks it saying that it is blocked by group policy (probably under "Users") and to contact the administrator even though Iam already logged in as such??

I understand that there are apps blocked to be opened because it is blocked by a group policy. In order to change this, you can add the administrator to the permissions of the app if its installed on the desktop.

However to confirm what kind of app this is, can you please provide a screenshot of the error to confirm where this warning is coming from, the browser, a firewall, or the operating system.
